Infrastructure Development
We partner with land developers and Municipal Utility Districts (MUD) to design, build and maintain both water supply and wastewater treatment facilities.

We serve as owners and operators of the water and wastewater infrastructure facilities, ensuring optimal performance on a long term basis.
No Upfront Capital
Developers save the upfront capital investment for the water and wastewater treatment facilities. CrestPoint will design, construct, operate and maintain the facilities and incur all cost.

Wholesale Utility Services
CrestPoint provides comprehensive water supply and wastewater treatment facilities, own and manage the design, construction, and operation of all related facilities. These projects are fully funded by CrestPoint eliminating the upfront capital cost required from the developer. Facility construction is phased to align with lot delivery schedules, ensuring timely service and compliance with TCEQ regulations and other regulatory agencies.
Deal Structure Highlights
CrestPoint and the district negotiate fair wholesale rates allowing the district to set and control the retail rates within their development. The Wholesale Services Agreement incudes initial contract terms of 40 years, with successive 10-year renewals. In addition to the monthly rates, the developer pays a one-time Service Initiation Fee for each connection.
Customer Responsibilities
The customer deeds the sites for the facilities and associated groundwater rights to CrestPoint. The customer will be responsible for installing the distribution and collection systems necessary to support the integrated implementation of water and wastewater services. This approach delivers a turnkey solution for the district and streamlines the overall development process.
